The features of the program include low interest rates for borrowers, govt. subsidized interest rates on the subsidized Stafford Loan rates for lenders and a federal guarantee of 97% against default. The program includes Stafford, PLUS and Perkins Loans. Lenders can confidently loan the money because the funda are ultimately guaranteed by the federal government.
